近日,南通市数据局对重新批准蓝海新材料(通州湾)有限责任公司高端聚烯烃新材料项目环境影响报告书作出审批决定。现将作出的审批决定(通数据审批〔2025〕342号)予以公告。
项目位于江苏省通州湾江海联动开发示范区绿色化工拓展区(主体港)。原项目于2024年8月30日取得了南通市数据局环评批复(通数据审批〔2024〕40号)。环评批复后,乙丙橡胶装置生产工艺由意大利IPT技术改为中石油自主技术,创新中心预留用地由厂区东北角调整至厂区南侧,循环水场由1处变为2处(设计循环水供给能力依旧为40000立方米/时),丙烯储罐容积由1000立方米变为3000立方米,污水处理站区域内RTO炉焚烧设施改为TO炉焚烧设施,厂区内各装置再生废气改为送TO炉焚烧处理。
本次变动属重大变动,依法重新报批环评文件。变更后,项目建设内容为:新建1套10万吨/年POE装置、1套10万吨/年1-己烯/1-辛烯装置、1套20万吨/年FDPE装置(溶液法辛烯共聚)、2套2.5万吨/年乙丙橡胶装置、2套1000标立方米/小时电解水制氢装置及配套公用工程、辅助设施。
项目总投资1011146万元,其中环保投资94200万元;全厂定员为539人,其中操作人员509人,管理人员30人;4班3运转制,装置年操作时间8000小时。
项目建设历程:
2024年9月26日,项目主体工程在江苏南通开工,标志着全面建设阶段启动。
2025年1月,配套码头工程环评公示,同步推进地下工程收尾,为后续地上结构施工创造条件。
2025年2月,项目环评重新报批公示,完善环保手续以适应技术升级需求。
2025年3月15日,核心装置开工仪式举行,项目进入装置级建设高峰期。
2025年10月16日,李港水厂穿江管道及取水口项目洪水影响评价获水利部长江水利委员会批复。该水厂建成后,将满足项目2026年3月2.1万立方米/日、2027年12月5.2万立方米/日的用水需求。
2025年10月23日,南通市数据局发布该项目(重新报批)环境影响报告书拟批准公示。
2025年11月4日,中石油蓝海(南通)中试基地项目的中心控制室、中心化验室两个EPC标段中标结果公示,中标人均为中国寰球工程有限公司。
2025年11月17日上午10时30分,随着最后一根巨型预制钢筋混凝土立柱在通州湾示范区蓝海新材料项目现场精准就位,中国石油首例大型智能立体仓库——高端聚烯烃1#立体仓库项目的核心预制柱吊装工程,较原计划提前3天全面告捷。

High-End Polyolefin New Materials Project Approved
Recently, the Data Bureau of Nantong City has made an examination and approval decision on re-approving the environmental impact report for the High-end Polyolefin New Materials Project of Blue Sea New Materials (Tongzhou Bay) Co., Ltd. The issued approval decision (Tong Data Approval [2025] No. 342) is hereby announced.
The project is located in the Green Chemical Expansion Zone (Main Port) of the Tongzhou Bay Jianghai Coordinated Development Demonstration Area in Jiangsu Province. The original project obtained the environmental impact assessment approval from the Nantong Data Bureau on August 30, 2024 (Tong Data Approval [2024] No. 40). After the EIA approval, the production process of the EPDM rubber unit was changed from Italian IPT technology to CNPC's proprietary technology. The reserved site for the innovation center was relocated from the northeast corner of the plant area to the south side. The circulating water field was changed from one location to two locations (the design circulating water supply capacity remains 40,000 cubic meters/hour). The volume of the propylene storage tank was increased from 1,000 cubic meters to 3,000 cubic meters. The RTO furnace incineration facility within the wastewater treatment station area was changed to a TO furnace incineration facility. Regenerated waste gases from various units within the plant area are now sent to the TO furnace for incineration treatment.
These changes constitute major modifications, requiring the EIA documents to be re-submitted for approval according to law. After the changes, the project construction content includes: building one 100,000 t/a POE unit, one 100,000 t/a 1-hexene/1-octene unit, one 200,000 t/a FDPE unit (solution process octene copolymerization), two 25,000 t/a EPDM rubber units, two 1,000 Nm³/h water electrolysis for hydrogen production units, and supporting utilities and auxiliary facilities.
The total project investment is 1,011,146 million yuan, of which the environmental protection investment is 94,200 million yuan. The total staffing for the entire plant is 539 persons, including 509 operators and 30 management personnel. The operation system is 4 shifts with 3 rotations, and the annual operating time of the units is 8,000 hours.
Project Timeline:
· September 26, 2024: The main project commenced construction in Nantong, Jiangsu, marking the start of the comprehensive construction phase.
· January 2025: The EIA for the supporting terminal project was publicly announced, while underground engineering work was being finalized to pave the way for subsequent above-ground structure construction.
· February 2025: The project's re-submitted EIA was publicly announced, refining environmental procedures to meet the needs of technological upgrades.
· March 15, 2025: A commencement ceremony for the core units was held, marking the project's entry into a peak construction period focused on the unit level.
· October 16, 2025: The flood impact assessment for the Ligang Water Plant's river-crossing pipeline and water intake project was approved by the Changjiang Water Resources Commission of the Ministry of Water Resources. Upon completion, this water plant will meet the project's water demand of 21,000 cubic meters per day by March 2026 and 52,000 cubic meters per day by December 2027.
· October 23, 2025: The Nantong Data Bureau published the intended approval notice for the project's (re-submitted) environmental impact report.
· November 4, 2025: The winning bidders for the two EPC sections (Central Control Room and Central Laboratory) of the CNPC Blue Sea (Nantong) Pilot Base Project were announced, with China Huanqiu Contracting & Engineering Corp., Ltd. winning both.
· November 17, 2025, 10:30 AM: The core precast column hoisting work for the High-end Polyolefin No. 1 Automated Warehouse Project – CNPC's first large-scale intelligent automated warehouse – was fully completed three days ahead of schedule, as the last giant precast reinforced concrete column was precisely positioned at the Blue Sea New Materials project site in the Tongzhou Bay Demonstration Area.
