为响应国家有关节能降碳和安全环保的要求,立足上海市及周边地区经济发展和市场需求,依托现有企业基础,充分发挥炼化一体化的优势,优化资源配置,发展高端化工材料,促进企业转型升级,提高企业竞争力,推动企业高质量发展,上海石化拟投资约213.07 亿元人民币,在维持原油加工能力不变的基础上,推进公司全面技术改造和提质升级,对炼油装置进行结构调整,关停现有70 万吨/年乙烯等18 套装置,新建120 万吨/年乙烯及下游新材料装置。

项目建设地点:金山区石化街道上海市金山区中国石化上海石油化工股份有限公司现有厂区内


项目建设内容:本项目采用先进工艺技术,在维持现有1400万吨/年炼油能力不变基础上,对炼油装置进行结构调整,关停现有70万吨/年乙烯、2号氧化、2号聚酯等老旧装置,新建120万吨/年乙烯及下游新材料装置,提升公司本质安全环保水平。


项目投资金额及资金来源:本公司计划投资约213.07 亿元人民币,资金来源为公司自筹资金。


项目建设期:项目主体建设期约为3年,其他设施建设期约为5 年,最终以实际建设情况为准。

 

炼油装置:

本项目新建和改造10套炼油装置,其中新建7套、改造3套。新建炼油装置包括:(1)300万吨/年加氢裂化装置(含PSA)、(2)120万吨/年溶剂脱沥青装置、(3)20万标立方米/小时POX制氢装置、(4)2×8万吨/年硫磺回收装置、(5)250吨/时酸性水汽提装置、(6)360吨/时溶剂再生装置、(7)14/6万吨/年1#MTBE/丁烯-1装置;改造炼油装置包括:(1)中压加氢裂化装置改造、(2)180万吨/年汽油吸附脱硫(S-Zorb)装置改造、(3)73万吨/年气体分馏装置改造。关停现有的高压加氢裂化装置、溶剂脱沥青装置、1#制氢装置、2#制氢装置、2#硫磺回收装置、1#酸性水汽提装置、2#酸性水汽提装置、1#MTBE装置等老旧装置8套。


化工装置:

本项目新建和改造10套化工装置,其中新建8套、改造2套。新建化工装置包括:(1)120万吨/年乙烯装置、(2)20万吨/年丁二烯抽提装置(含炔烃加氢)、(3)70万吨/年裂解汽油加氢装置、(4)40万吨/年芳烃抽提装置、(5)30万吨/年醋酸乙烯装置、(6)40万吨/年聚乙烯装置、(7)10万吨/年碳酸酯装置、(8)20万吨/年1#碳五分离装置,改造化工装置包括:(1)2#碳五分离装置改造、(2)2#乙二醇装置改造。关停现有2#乙烯装置及配套超高压蒸汽锅炉、丁二烯抽提装置、2#裂解汽油加氢装置、醋酸乙烯装置、1#碳五分离装置等老旧装置共计6套;配套新建废碱液湿式氧化装置,关停现有1套废碱液湿式氧化装置;同步关停现有2#氧化装置、2#聚酯装置、2#短丝装置等老旧装置3套;合计关停10套老旧装置。

月24日,该项目总体设计的三个标段中标结果公示,中石化上海工程有限公司、中石化宁波工程有限公司、中国石化工程建设有限公司承担起设计重任。

月10日,上海石化全面技术改造和提质升级项目正式启动,主体生产装置预计2028年内建成投产。

On November 14th, the candidate announcement for the bid winning of Bid Section 1 of the Basic Design of the 150,000 Nm³/h POX Hydrogen Production Unit under Shanghai Petrochemical Company's Comprehensive Technical Renovation and Quality Improvement Project was released, with Sinopec Ningbo Engineering Co., Ltd. as the first bid winning candidate.

 

On November 14th, the candidate announcement for the bid winning of Bid Section 1 of the Basic Design of the 140,000 / 50,000 Ton/Year MTBE/Butene-1 Unit under Shanghai Petrochemical Company's Comprehensive Technical Renovation and Quality Improvement Project was released, with Zhongyi Wood Engineering Co., Ltd. as the first bid winning candidate.

 

In response to the national requirements on energy conservation, carbon reduction, safety and environmental protection, based on the economic development and market demand of Shanghai and surrounding areas, relying on the existing enterprise foundation, giving full play to the advantages of integrated refining and chemical industry, optimizing resource allocation, developing high-end chemical materials, promoting enterprise transformation and upgrading, improving enterprise competitiveness, and driving high-quality development of the enterprise, Shanghai Petrochemical plans to invest about 21.307 billion yuan to promote comprehensive technical renovation and quality improvement of the company on the basis of maintaining unchanged crude oil processing capacity, adjust the structure of refining units, shut down 18 existing units including the 700,000 ton/year ethylene unit, and build a new 1.2 million ton/year ethylene and downstream new materials unit.

 

Project Overview

 

Project Name: Shanghai Petrochemical Comprehensive Technical Renovation and Quality Improvement Project

Project Location: Existing factory area of China Petroleum & Chemical Corporation Shanghai Petrochemical Co., Ltd., Petrochemical Sub-district, Jinshan District, Shanghai

 

Project Content

 

Adopting advanced process technology, the project will adjust the structure of refining units on the basis of maintaining the existing 14 million ton/year oil refining capacity, shut down old units such as the existing 700,000 ton/year ethylene unit, No. 2 Oxidation Unit and No. 2 Polyester Unit, and build a new 1.2 million ton/year ethylene and downstream new materials unit to improve the company's intrinsic safety and environmental protection level.

 

Project Investment and Funding Source

 

The company plans to invest about 21.307 billion yuan, with the funding source being the company's self-raised funds.

 

Project Construction Period

 

The main construction period of the project is about 3 years, and the construction period of other facilities is about 5 years, which is subject to the actual construction situation.

 

Refining Units

 

The project will build 10 new and renovated refining units, including 7 new ones and 3 renovated ones. New refining units include: (1) 3 million ton/year Hydrocracking Unit (including PSA), (2) 1.2 million ton/year Solvent Deasphalting Unit, (3) 200,000 Nm³/h POX Hydrogen Production Unit, (4) 2×80,000 ton/year Sulfur Recovery Unit, (5) 250 ton/h Acid Water Stripping Unit, (6) 360 ton/h Solvent Regeneration Unit, (7) 140,000 / 60,000 Ton/Year No. 1 MTBE/Butene-1 Unit; Renovated refining units include: (1) Medium Pressure Hydrocracking Unit Renovation, (2) 1.8 million ton/year Gasoline Adsorption Desulfurization (S-Zorb) Unit Renovation, (3) 730,000 ton/year Gas Fractionation Unit Renovation. 8 old units will be shut down, including the existing High Pressure Hydrocracking Unit, Solvent Deasphalting Unit, No. 1 Hydrogen Production Unit, No. 2 Hydrogen Production Unit, No. 2 Sulfur Recovery Unit, No. 1 Acid Water Stripping Unit, No. 2 Acid Water Stripping Unit and No. 1 MTBE Unit.

 

Chemical Units

 

The project will build 10 new and renovated chemical units, including 8 new ones and 2 renovated ones. New chemical units include: (1) 1.2 million ton/year Ethylene Unit, (2) 200,000 ton/year Butadiene Extraction Unit (including alkyne hydrogenation), (3) 700,000 ton/year Pyrolysis Gasoline Hydrogenation Unit, (4) 400,000 ton/year Aromatics Extraction Unit, (5) 300,000 ton/year Vinyl Acetate Unit, (6) 400,000 ton/year Polyethylene Unit, (7) 100,000 ton/year Carbonate Unit, (8) 200,000 ton/year No. 1 C5 Separation Unit; Renovated chemical units include: (1) No. 2 C5 Separation Unit Renovation, (2) No. 2 Ethylene Glycol Unit Renovation. A total of 6 old units will be shut down, including the existing No. 2 Ethylene Unit and supporting ultra-high pressure steam boiler, Butadiene Extraction Unit, No. 2 Pyrolysis Gasoline Hydrogenation Unit, Vinyl Acetate Unit and No. 1 C5 Separation Unit; A supporting new waste lye wet oxidation unit will be built, and 1 existing waste lye wet oxidation unit will be shut down; Meanwhile, 3 old units including the existing No. 2 Oxidation Unit, No. 2 Polyester Unit and No. 2 Staple Fiber Unit will be shut down; A total of 10 old units will be shut down.

 

Project Progress

 

January 15th: China Petroleum & Chemical Corporation Shanghai Petrochemical Co., Ltd. issued an announcement on investing in the construction of the Comprehensive Technical Renovation and Quality Improvement Project.

 

February: Shanghai Municipal Ecology and Environment Bureau released the acceptance announcement of the Environmental Impact Assessment Report for Shanghai Petrochemical's Comprehensive Technical Renovation and Quality Improvement Project.

 

February 24th: The bid winning results for the three sections of the overall design of the project were announced. Sinopec Shanghai Engineering Co., Ltd., Sinopec Ningbo Engineering Co., Ltd. and China Petrochemical Engineering Construction Co., Ltd. undertook the design task.

 

June 10th: Shanghai Petrochemical's Comprehensive Technical Renovation and Quality Improvement Project was officially launched, and the main production units are expected to be completed and put into operation within 2028.

 

Morning of September 9th: The unveiling ceremony of the Project Management Department of Shanghai Petrochemical's Comprehensive Technical Renovation and Quality Improvement Project was held, marking that this strategic project has entered a new stage of substantive advancement.
