总投资480亿元的大型三期乙烯项目,进入新阶段 CNOOC Shell Major Phase III Ethylene Project

惠州大亚湾畔,中海壳牌惠州三期乙烯项目施工正酣:工地上桩机轰鸣,吊塔林立,渣土车往来穿梭,一派热火朝天的建设景象。该项目自今年1月初进入全面建设以来,截至10月底已累计完成投资125.20亿元,项目总进度34.22%。


近日,中海壳牌三期乙烯项目乙烯装置碱洗塔启动吊装,标志着项目正式进入大件吊装阶段。项目引入多个在亚洲和国内首次应用的工艺技术。投资额约480亿元,建设160万吨/年乙烯裂解及下游共16套化工装置以及公用工程和配套设施。项目建成后,中海壳牌乙烯产能达380万吨/年,将继续保持国内最大单体乙烯工厂和生产规模最大的乙烯生产基地的地位。


中海壳牌惠州三期乙烯项目和聚碳酸酯项目是中国海洋石油集团有限公司与壳牌集团公司在中海壳牌一、二期成功合作基础上的再度强强联合。新项目将与现有一期、二期资源和惠州石化炼油产业进行一体化整合,提升炼化一体化能源效率,有效延伸产品价值链,深化布局高端新材料领域,满足国内客户对石化产业链延伸发展的需求。


该项目引入多个在亚洲和国内首次应用的工艺技术,其中7套装置采用壳牌专有技术,每年可向市场提供500多万吨化工产品,包括茂金属聚乙烯、聚丙烯、苯乙烯、聚醚多元醇、乙二醇、α烯烃、合成醇、聚α烯烃等,将有效填补国内市场对高端化工品的需求缺口,促进我国石化产业迈向全球价值链高端。同时,通过优化项目范围、大型压缩机组电气化等措施,三期项目将总体实现20%的二氧化碳减排,推动可再生绿色能源电力的利用,助力国家“双碳”战略实施。


项目建设稳步推进


去年11月,中海壳牌惠州三期乙烯项目和聚碳酸酯项目双双完成最终投资决策(FID),标志着这一重大项目迈入新阶段,进入全面动工建设阶段。


春去秋来,中海壳牌惠州三期乙烯项目的建设正稳步推进。工地上,每天超过5000名建设者、480多台/辆施工机具加紧作业,一派繁忙景象。项目设计、项目采办等前期工作有序推进;项目主体工程和配套工程加快建设。


中海壳牌重大项目交付总监王平表示,项目全面开工以来,在市、区工作专班的大力支持下,各建设团队克服困难、通力合作,确保各节点稳定有序推进。“下来,我们将按时间节点,确保桩基工程、地管及大件设备吊装等工作安全有序推进。”

Major Phase III Ethylene Project with Total Investment of RMB 48 Billion Enters New Stage

 

Along the coast of Huizhou Daya Bay, construction of the CNOOC Shell Huizhou Phase III Ethylene Project is in full swing: pile drivers roar, tower cranes stand tall, and muck trucks shuttle back and forth at the site, presenting a bustling construction scene. Since entering full-scale construction in early January this year, the project has completed a cumulative investment of RMB 12.52 billion by the end of October, accounting for 34.22% of the total project progress.

 

Recently, the hoisting of the caustic washing tower for the ethylene unit of the CNOOC Shell Phase III Ethylene Project was launched, marking the project’s official entry into the heavy equipment hoisting phase. The project introduces multiple process technologies applied for the first time in Asia and China, with a total investment of approximately RMB 48 billion. It will construct 16 chemical plants including a 1.6 million-ton/year ethylene cracking unit and downstream facilities, as well as utility engineering and supporting infrastructure. Upon completion, CNOOC Shell’s ethylene production capacity will reach 3.8 million tons/year, maintaining its position as China’s largest single ethylene plant and the largest ethylene production base in terms of scale.

 

The CNOOC Shell Huizhou Phase III Ethylene Project and Polycarbonate Project represent another powerful collaboration between China National Offshore Oil Corporation (CNOOC) and Shell plc, following the successful cooperation in Phases I and II. The new projects will be integrated with the existing Phase I and II resources and Huizhou Petrochemical’s refining industry, enhancing the energy efficiency of integrated refining and chemical operations, effectively extending the product value chain, deepening the layout in the high-end new materials sector, and meeting the domestic demand for the extended development of the petrochemical industry chain.

 

Featuring multiple process technologies debuting in Asia and China, 7 of the project’s units adopt Shell’s proprietary technologies. It will supply over 5 million tons of chemical products to the market annually, including metallocene polyethylene, polypropylene, styrene, polyether polyol, ethylene glycol, alpha-olefins, synthetic alcohols, and polyalphaolefins. These products will effectively fill the domestic gap in high-end chemical supplies, promoting China’s petrochemical industry to move up the global value chain. Meanwhile, through measures such as optimizing the project scope and electrifying large-scale compressors, the Phase III Project will achieve an overall 20% reduction in carbon dioxide emissions, promote the utilization of renewable green energy power, and support the implementation of the national “dual carbon” strategy.

 

Steady Progress in Project Construction

 

In November last year, both the CNOOC Shell Huizhou Phase III Ethylene Project and Polycarbonate Project completed the Final Investment Decision (FID), marking the major projects’ entry into a new stage of full-scale construction.

 

From spring to autumn, the construction of the CNOOC Shell Huizhou Phase III Ethylene Project has advanced steadily. At the site, over 5,000 builders and more than 480 construction machinery and vehicles work intensively every day, creating a busy atmosphere. Preliminary work such as project design and procurement has progressed in an orderly manner, while the main project and supporting facilities are under accelerated construction.

 

Wang Ping, Director of Major Project Delivery at CNOOC Shell, stated that since the full-scale start of the project, with strong support from the municipal and district special work teams, all construction teams have overcome difficulties and collaborated closely to ensure the stable and orderly progress of each milestone. “Moving forward, we will adhere to the timeline to ensure the safe and orderly advancement of pile foundation engineering, underground pipeline installation, and heavy equipment hoisting.

 

From the high-quality and efficient operation of Phase I, the safe and successful commissioning of Phase II, to the smooth progress of Phase III today, CNOOC Shell, a world-class petrochemical giant, has rooted in Huizhou Daya Bay for 24 years. With a total investment exceeding RMB 100 billion in Huizhou, it has injected strong momentum into Huizhou’s efforts to build a global petrochemical industry highland and a new growth engine for high-quality development in Guangdong.

 

As a “chain leader” enterprise in the Daya Bay Petrochemical Zone, CNOOC Shell has driven the agglomeration of a large number of upstream and downstream enterprises in the industrial chain. Its olefins and derivatives are supplied to the market as basic chemical raw materials, with over 80% of the products serving the Guangdong-Hong Kong-Macao Greater Bay Area market. It also provides “wall-to-wall supply” via pipelines to nearly 20 enterprise customers within the Daya Bay Petrochemical Zone. The diversified and high-quality products are widely used in agriculture, industry, construction, medicine, as well as consumer goods such as automobiles, home furnishings, electronics, and daily chemicals, fulfilling the mission of “Petrochemicals Empowering a Better Life.”
