On October 30, the public notice of the transaction result for Bid Section 1 of the Design General Contracting (including Digital Delivery General Contracting) Project of the Second Phase of Fujian Gulei Refining & Chemical Integration Project was released. Sinopec Engineering Construction Co., Ltd. was confirmed as the successful bidder.

On February 7, the public notices of the bidding results for Bid Sections 1, 2, 3, and 4 of the Overall Design Project of the Second Phase of Fujian Gulei Refining & Chemical Integration Project were issued:
一标段：福建古雷炼化一体化工程二期项目（1600万吨/年常减压装置、150万吨/年蒸汽裂解装置、200万吨/年芳烃联合装置等20个装置以及公用工程系统配套、储运系统配套、厂外管线、码头库区等共94个主项）的总体设计、总体设计概算编制及相关技术服务工作等。
招标人已接受中国石化工程建设有限公司所递交的福建古雷炼化一体化工程二期项目总体设计项目一标段投标文件，确定中国石化工程建设有限公司为中标人。
• Bid Section 1: It covers the overall design, preparation of the overall design budget estimate, and related technical services for 94 main items of the project, including 20 units (such as the 16 million t/a atmospheric and vacuum distillation unit, 1.5 million t/a steam cracking unit, and 2 million t/a aromatics complex) as well as supporting public engineering systems, storage and transportation systems, off-site pipelines, and terminal storage areas. The tenderer has accepted the bid document submitted by Sinopec Engineering Construction Co., Ltd. for Bid Section 1 of the Overall Design Project, and confirmed the company as the successful bidder.
二标段：福建古雷、炼化一体化工程二期项目（60万吨/年丁辛醇装置、丙烯腈联合装置、30万吨/年合成氨装置等6个装置以及110KV变电所、煤储运系统、厂外输煤栈桥等共13个主项）的总体设计、总体设计概算编制及相关技术服务工作等。
招标人已接受中石化宁波工程有限公司所递交的福建古雷炼化一体化工程二期项目总体设计项目二标段投标文件，确定中石化宁波工程有限公司为中标人。
• Bid Section 2: It involves the overall design, preparation of the overall design budget estimate, and related technical services for 13 main items of the project, including 6 units (such as the 600,000 t/a butanol-octanol unit, acrylonitrile complex, and 300,000 t/a synthetic ammonia unit) as well as the 110KV substation, coal storage and transportation system, and off-site coal conveying trestle. The tenderer has accepted the bid document submitted by Sinopec Ningbo Engineering Co., Ltd. for Bid Section 2 of the Overall Design Project, and determined the company as the successful bidder.
三标段：福建古雷炼化一体化工程二期项目（1#260万吨/年重油加氢装置、2#260万吨/年重油加氢装置、140万吨/年溶剂脱沥青装置）的总体设计、总体设计概算编制及相关技术服务工作等。
招标人已接受中石化广州工程有限公司所递交的福建古雷炼化一体化工程二期项目总体设计项目三标段投标文件，确定中石化广州工程有限公司为中标人。
• Bid Section 3: It includes the overall design, preparation of the overall design budget estimate, and related technical services for the 1# 2.6 million t/a heavy oil hydrogenation unit, 2# 2.6 million t/a heavy oil hydrogenation unit, and 1.4 million t/a solvent deasphalting unit of the project. The tenderer has accepted the bid document submitted by Sinopec Guangzhou Engineering Co., Ltd. for Bid Section 3 of the Overall Design Project, and confirmed the company as the successful bidder.
四标段：福建古雷炼化一体化工程二期项目（30万吨/年醋酸乙烯装置）的总体设计、总体设计概算编制及相关技术服务工作等。
招标人已接受中石化上海工程有限公司所递交的福建古雷炼化一体化工程二期项目总体设计项目四标段投标文件，确定中石化上海工程有限公司为中标人。
• Bid Section 4: It covers the overall design, preparation of the overall design budget estimate, and related technical services for the 300,000 t/a vinyl acetate unit of the project. The tenderer has accepted the bid document submitted by Sinopec Shanghai Engineering Co., Ltd. for Bid Section 4 of the Overall Design Project, and identified the company as the successful bidder.
2024年11月18日，总投资711亿元的福建古雷炼化一体化工程二期项目开工。
On November 18, 2024, the Second Phase of Fujian Gulei Refining & Chemical Integration Project, with a total investment of 71.1 billion yuan, started construction.
项目由中国石化、福建炼化和沙特阿美公司合资建设总投资711亿元主要建设1600万吨/年炼油150万吨/年乙烯、200万吨/年芳烃等30余套炼化装置以及公用工程系统配套和码头泊位等。
Jointly invested and constructed by Sinopec, Fujian Refining & Chemical Co., Ltd., and Saudi Aramco, the project has a total investment of 71.1 billion yuan. Its main construction content includes more than 30 sets of refining and chemical units (such as the 16 million t/a oil refining unit, 1.5 million t/a ethylene unit, and 2 million t/a aromatics unit), as well as supporting public engineering systems and terminal berths.
